On April 15th, 2002, all but 11 of the 535 members of Congress were officially given a copy of the record of the citizens' TRUTH-IN-TAXATION-HEARING.
The package contained the sworn video testimony & CONCLUSIVE legal documentation that the IRS lacks the lawful authority to force employers to withhold the income tax from the paycheks of their employees.
The package also contained information that proved that Americans (living and working within the 50 states) should not be forced to file a tax return or pay an income tax.

[This was a recent official communique from Bob Schulz of WE THE PEOPLE FOUNDATION to Commissioner of IRS, Charles Rossotti, outlining Bob's personal decision not to file for the years 2001-2002- and FOREEVERMORE!

1) Income tax is fraudulent so it forces Bob into a stance of CIVIL DISOBEDIENCE, where allegience to the CREATOR is more important than allegience to civill authorities (who are not doing the right thing-constitutionally;)
2) Our Constitution governs the government-not the poeple;
3) If the governemt gives affront to the Constitution, it gives affront to the Creator!
4) A PETITION FOR A REGRESS OF GRIEVANCES is the last protection of a constitutional people: the following agencies or powers have steadfastly refused to respond to this protection of the people: THE IRS~DOJ~CONGRESS~THE PRESIDENT OF THE U.S.
5) The letter details the roots of fraud both in the Federal Reserve System as well as the IRS, showing how the 16th Amendment was itself unconstitutional;

In answer to the first question, Bob Schulz suggests that each congressman has been told - in no uncertain terms - by his party leaders that, "Nothing, not even the Constitution, can be allowed to get in the way of revenue collection or the continuation of the 'status quo'."
